Regulations for the 2024 Taiwan International Print Biennial

 

I. OBJECTIVE

 

The aim of this juried biennial exhibition is to promote the art of printmaking and to foster international cultural exchange with the participation of talented artists around the world. Through the competition and the exhibition, this event shall serve as a key platform for artistic exchange and cultural collaboration, and help contribute to the diversity and vitality of print and print related art.

* Note: In case of schedule amendments, kindly refer to the organizer’s notices, which will also be announced on the websites of the National Taiwan Museum of Fine Arts and the “2024 Taiwan International Print Biennial”.

 

III. RULES FOR SUBMISSION

 

  1. No registration fees are required. Worldwide artists are eligible to take part. All entries must be original prints on paper. The work must be completed in or after 2021, wholly original and have not been exhibited in previous editions of the “2024 Taiwan International Print Biennial”.
  2. All works submitted must be original pieces of art that meet the “indirect” and “multiple” characteristics of print, either based on transfer printing or print making. (All printmaking techniques, including monotypes and digital prints, are welcomed.)
  3. Each submitted work must not be larger than 150 cm in either length or width in paper size (not image size), and no smaller than 40 cm in either length or width. The work must not be more than 20 cm thick. Combined prints, in total, must not exceed this size range, too.
  4. Each entrant is allowed to submit one piece of work only. Co-authored works will not be accepted.
  5. signature must be made either on the printed side or the back of the artwork, noting the print edition and year of creation. The signature must be clear and discernable, and the artwork must NOT be framed.
  6. The works that do not meet these requirements will not be reviewed.

 

IV. APPLICATION TIMELINE AND SUBMISSION OF WORKS

 

(I) Information on Preliminary Selection

  1. Online registration will take place from December 25, 2023 to 24:00 Taipei time (GMT+08:00), February 5, 2024. Please visit the “2024 Taiwan International Print Biennial” website at https://printbiennial.ntmofa.gov.tw/ to register.
  2. Notes for online registration:

(1) Please follow the instructions on the registration webpage to provide necessary information, including past experiences, awards and exhibitions, and details of the work such as an artist statement.

(2) Upload 1 image revealing the full of the original work, and 4 close-up pictures for Preliminary Selection following the instructions on the registration webpage (the image must be in JPG file format and RGB color mode; the length of the image must be greater than 2,000 pixels, and no larger than 10 MB).

(3) Upload close-up pictures of signature, edition, and year of creation, on the work following the instructions on the registration webpage, the images must be in JPG file format and no larger than 2 MB.

(4) When the upload is complete, a confirmation email will be sent to the entrant’s email account. If it does not arrive in the inbox, please check if it has been classified as a spam. All information may be revised online within the registration deadline. Registration cancelation is also possible during this period of time.

3. Incomplete application information, applications which fails to go through the entire process, late applications, or ineligible applications, are not accepted. If you encounter any technical difficulties pertaining to the online registration system, please contact the event organizer via +886-4-2372-3552 ext. 702 or 713; email: print21@art.ntmofa.gov.tw.

 

(II) Information for Final Selection

  1. Submission timeline and procedures:

(1) Announcement of Preliminary Selection results is projected to be on March 20, 2024. For all works passing the Preliminary Selection, submissions of the originals will be accepted from March 21, 2024 to April 25, 2024. Ineligible works or works arriving later than April 25 will not be accepted. Please take into consideration of delivery time and submit the original works as early as possible before the deadline.

(2) Please visit the “2024 Taiwan International Print Biennial” website at https://printbiennial.ntmofa.gov.tw/ to download the tags. The back of an original work will come with an entry tag. The postal tag will be attached to the parcel. The artwork, along with a deposition form and a licensing agreement signed by the artist, will be sent by post to the following address: No. 2, Sec. 1, Wu-Chuan W. Road, Taichung City, Taiwan 403414 / 2024 Taiwan International Print Biennial Office, National Taiwan Museum of Fine Arts. In-person deliveries are not accepted. The entrant may check the delivery status on the “2024 Taiwan International Print Biennial” website later on.

  1. Instruction for submissions:

(1) The submitted works should not be framed and should be securely packed using a sturdy cylinder (short) or thick cardboard. For international submissions, please clearly label the outer packaging as “No Commercial Value.”

(2) Domestic and overseas submissions should be sent by post. The participants should cover all costs, insurance, and taxes incurred from postal deliveries.

 

V. EXHIBITION

 

All the selected and award-winning works will be displayed at the National Taiwan Museum of Fine Arts. For now, the exhibition is scheduled to be held between July and October, 2024 (if a rearrangement is made, the organizer will make an announcement soon).

 

VI. SELECTION

 

  1. Preliminary Selection: Electronic copies of all entries, which comply with the submission rules and are registered and delivered on time, will be examined by a panel of judges at the first stage of the selection process.
  2. Final Selection: The original works, which are selected by the jury in the first round of the selection process, will be examined by a panel of judges at the final stage of the selection process.
  3. The selection results will be announced on the official website of the National Taiwan Museum of Fine Arts at http://www.ntmofa.gov.tw/ and the official website of the “2024 Taiwan International Print Biennial” at https://printbiennial.ntmofa.gov.tw/. All entrants who pass the preliminary selection will be informed by email. All prize winners will be informed by post.

  1. International winners of the Merit Prize, Special Jury Prize and the top three prizes will each be offered a round-trip flight ticket in economy class via the shortest possible route and five days of accommodation and meals, for them to attend the Opening and Award Ceremony. Winners who are Taiwanese will also be invited to give public lectures and to participate in various round-table discussions or illustration activities organized by the National Taiwan Museum of Fine Arts. Domestic winners will be offered with transport fees and five days of accommodation and meals, too.
  2. Each of the prize winners will receive a Prize Certificate, Certificate of Collection, and a copy of the “2024 Taiwan International Print Biennial” exhibition catalogue.
  3. Each of the selected artists will receive a selection certificate and a copy of the “2024 Taiwan International Print Biennial” exhibition catalogue.
  4. The prize money will be subject to legally-established tax deductions of 10 percent for Taiwanese and 20 percent for non-nationals.

 

VIII. COPYRIGHT

 

  1. All entrants agree to comply with the rules of this prospectus and respect the results of the selection process of the “2024 Taiwan International Print Biennial”.
  2. In the event that the selected or awarded work has been discovered to be ineligible for the competition, or has plagiarized others’ works or infringed the rights of others as defined by the review committee, the organizer will disqualify the award-winning title and withdraw all prizes and certificates (including prize money and certificates). Should any copyright or related disputes arise, the entrant of the selected or awarded work shall be responsible for the ensuing compensation.
  3. The award-winning works will become the collection of the organizer. The organizer has ownership of the works and will issue certificates of collection. Based on the museum’s authorization regulations for collected works, the participants agree to authorize the organizer to make a range of uses of their award-winning works, including but not limited to reproduction, adaptation, loan, editing, distribution, public display, public transmission, and public broadcasting, and may further grant a third party to utilize these works (including authorization for derivative product creation).
  4. All entrants whose works are selected or awarded shall grant the organizer or any authorized user the right to use the photographs, images and texts of their works for art education, promotion, research, and exhibition purposes. The scope of authorization includes the rights to publicly display, adapt, distribute, publicly present, publicly recite, publicly perform, publicly transmit, publicly broadcast, and to distribute and sell related catalogues or derivative products.
  5. The entrant agrees that the organizer may use the artwork information, including the artist statement, as written in the application form, for publications, websites and other public mediums related to the event.

 

IX. INSURANCE

 

  1. Entries selected and delivered to the museum will be insured at the expense of the organizer. The organizer will find and pay for the insurance of the artworks during the exhibition period. Domestic and overseas entries will be insured from the date of arrival at the museum till 31 December, 2024.
  2. The authors of the selected artworks may decide whether to have their works insured for risks involved in shipping. The organizer is not responsible for any damage or loss incurred during deliveries.
  3. The monetary value of a returned artwork will be decided according to the regulations set by international post offices or international shipping companies.

 

X. RETURN OF WORKS

 

  1. Return of artworks: All of the selected artworks (except the awarded artworks) will be returned when the exhibition is over. The return of artworks will be made once and the organizer will pay for the delivery costs. If the artworks need to be returned twice, the artists will be responsible for the delivery costs and the delivery period of time.
  2. If the returned entry fails to reach the entrant due to change of address, illegible address or wrong address, leading to the work being sent back to the organizer, upon notifying the entrant of the situation, the organizer may dispose the work which has not been claimed, and charge for fees that may arise. The entrant must not object to the museum’s such disposal of the work. Or, the entrant may personally retrieve his or her work at the museum before June 30, 2025.
  3. The organizer plans to send back all such entries by December 31, 2024 by post. The actual time of delivery will depend upon the postal procedures of each country where an entrant is based.

 

XI. OTHERS

 

  1. Once work has been submitted, the entrant will be treated as agreeing to follow the Regulations for the “2024 Taiwan International Print Biennial”.
  2. For matters unaddressed in the regulations, the organizer may amend and supplement them at any time, and such modifications will be announced at both the websites of National Taiwan Museum of Fine Arts and “2024 Taiwan International Print Biennial”.

  4. The prize money specified in the regulations will be activated upon passing the Legislative Yuan’s budget review.
